FlexSystem is proud to offer
the new TASC Card for participating employees! Employers who offer the TASC Card see more
participation and greater contributions by their employees. Employees love the convenience of
instant reimbursement! It’s a win-win for all parties!
The card can be used to pay for medical expenses at clinics, optometrists, dentists, and
pharmacies (including for approved over-the-counter medications!). It can also be used for daycare
and transportation expenses, if applicable.
FlexSystem also offers the Dependent Claim Card! With this card a dependent of the Participant (spouse, adult child, etc.) can draw funds from the Participant’s account to pay for eligible expenses! Many Participants enjoy this added convenience, making it even easier for the family to get instant reimbursement of their FlexSystem funds at the pharmacy or physician’s office.

We understand that some Participants have been receiving declines on their new TASC Cards. We have determined the reason for this and are working hard to implement the solution as quickly as possible. Monday, 1/11/2010:
We have confirmed that VISA has published the new TASC Card BIN to all
appropriate Acquirers. Most of those Acquirers have loaded the new BIN and have instructed their
merchant customers to do the same. Thereafter, merchants simply submit an IIAS transaction approval
when the Card is swiped for a Flexible Spending Account eligible expense, and the Card transaction
is complete.
Unfortunately, some merchants have not been prompt in loading our BIN, because they receive
no direction from a central point. This means that TASC and Metavante/FIS must work with individual
merchants to resolve this issue. Rest assured that we are following a methodical process
to identify just which merchants we need to work with. (read

TASC Card FAQs
Phase One
Not all FlexSystem Participants will receive a new card right away. Those who will receive the new TASC Card (and a new Dependent Card, if applicable):
- Are newly enrolled in the Plan;
- Are currently enrolled in the Plan and have a current FlexSystem Claim Card that expires; or
- Are currently enrolled in the Plan but have lost their FlexSystem Claim Card and need a new one reissued.
Other current Participants with a FlexSystem Claim Card should simply continue to
use it until we replace all the Cards with the TASC Cards. This applies for Dependent Cards as
well.
Remember, similar to the FlexSystem Claim Card, with the TASC Card your employees can purchase eligible goods and services at approved healthcare merchants. The Card is used as a “ signature debit” card: it operates like a debit card (removing funds from the employee’s FSA account upon use) but behaves like a credit card at point of purchase, meaning no PIN is required.
Phase Two
By late summer of 2010 all TASC FlexSystem Participants will receive the new TASC
Card. At this time we will also roll out some additional new features available only to
Participants who use the TASC Card.
NEW Features of the TASC Card!
In addition to the same great functions the Card has always had, we’ve added some new convenient features!

Personalized for Each Participant! The employee’s 12-digit TASC ID is now printed directly on the front of the Card, right under the cardholders’ name. This easy access to the ID should come in handy for Participants, especially because we require their ID when they contact us.

Account Balances Available 24/7! Participants need a way to easily check their account balances. Now they have just that, with our instant Text Account Balance feature! Any time, anywhere, Participants can text the phrase TASC BAL to 41411 to receive an up-to-date account balance. For convenience, the back of the new TASC Card reiterates these instructions for sending a text message to obtain account balances.

Lasts 3 Years! The new TASC Card will last three years, reducing the number of times a Participant will receive a new Card.
Be Sure to Inform Your Participants

About the new TASC Card, and that it is replacing current FlexSystem Claim Cards. Clarify that eventually they will receive the new Card and should take care not destroy it. Cards will be mailed in a simple white envelope with TASC as the return address.

That when they receive the new TASC Card they should begin using it within two weeks of receipt. While they may need to carry the old card until it expires, they should take care to destroy it at that time.

That the new TASC Card will be sent with one new dependent card, if applicable. Participants with more than one dependent card should expect the additional cards soon (expected in late January 2010). Until that time, Participants may share their TASC Card with their dependents.
It’s easy to communicate this and other important information about the TASC Card. Simply

Card Issuing
Question
: What card will a FlexSystem Participant receive who currently has a
FlexSystem Claim Card if they request a dependent card?
Answer: Both the Participant and the dependent will receive a new TASC Card
even if the Participant is only requesting a only a new dependent card. The Participant’s
FlexSystem Claim Card will continue to function normally until they receive their new Participant
and dependent TASC Cards. After a short period of time, the Participant’s FlexSystem Claim Card
will automatically be deactivated.
Question
: For FlexSystem Participants that have a TASC Card and later request a
dependent card; what happens to the Participant’s TASC Card?
Answer: The Participant’s TASC Card will continue to function normally as we
process the request for a dependent TASC Card. The dependent will be issued a TASC Card with
their name on it which generally takes two weeks for the dependent to receive their card after
FlexSystem receives the dependent card request.
Question: When will the new TASC Card be issued?
Answer: We will begin to issue new TASC Cards to FlexSystem Participants in
December 2009 for the 2010 Plan year. The TASC Card will function as it does today; health care
account access only, via signature debit. AgriPlan, BizPlan and DirectPay Clients with the Benefit
Card will begin receive the replacement TASC Cards in spring/summer 2010.
Question: What about current FlexSystem Clients with a new employee enrolling in
FlexSystem beginning in January 2010; will the new enrollee receive a TASC Card or a FlexSystem
Claim Card?
Answer: For current FlexSystem Clients who offer the FlexSystem Claim Card, the
new TASC Card will go to any new enrollee/Participant for the 2010 Plan year.
Question: What happens if an employee/FlexSystem Participant loses their
FlexSystem Claim card; will they be issued a replacement FlexSystem Claim Card or will they receive
a TASC Card?
Answer: After December 2009, any lost FlexSystem Claim Cards will be replaced with
a TASC Card.
Question: What Card will current FlexSystem Participants with a FlexSystem Claim
Card receive when their FlexSystem Claim Card expires?
Answer: After January 1, 2010, all expiring FlexSystem Claim Cards will be
replaced with a TASC Card.
Question: When will FlexSystem Participants with FlexSystem Claim Card expiring
after July 2010 or AgriPlan and BizPlan Benefit Card holders or DirectPay Benefit Card cardholders
receive a new TASC Card?
Answer: In spring/summer 2010, the new TASC Card will be sent to all with a
FlexSystem Claim Card that has not been previously replaced with the Claim Card (either because the
previous card expired before July 2010 or because it was lost/stolen), as well as to all with a
DirectPay, AgriPlan or BizPlan Benefits Card.
Question: Will Participants of new FlexSystem Clients receive the TASC Card if
their Plan year begins on or after January 1, 2010?
Answer: Yes; Participants of new FlexSystem Plans that offer the Card will receive
the TASC Card.
Question: What about current FlexSystem Clients who have chosen to offer the Card
for the first time (beginning with their 2010 Plan Year); will their Participants receive the TASC
Card or a FlexSystem Claim Card?
Answer: The TASC Card will go to Participants of current FlexSystem Clients who
newly-offer the Card.
Question: Why do FlexSystem Participants have the TASC Card while others in the
same Client group do not, and instead continue to use the FlexSystem Claim Card?
Answer: Current FlexSystem Participants with the Claim Card will receive a
replacement TASC Card for one of three reasons: (a) their FlexSystem Claim Card is expiring after
January 01, 2010, (b) they have reported their FlexSystem Claim Card as lost or stolen, or (c) they
have recently elected to offer the card to a dependent.
Question: Why were both the Participant’s TASC Card and the dependent’s TASC Card
sent in the same envelope? In the past these were sent in separate envelopes.
Answer: The process of sending separate mailings for dependent cards has been
changed with the release of the TASC Card. FlexSystem Participants with a dependent card will
receive that card along with their own, in one envelope, thereby reducing the number of card
mailings and helping to minimize card loss or theft.
Fees
Question: Will there be any changes in a Client’s fee for the new TASC Card?
Answer: No; there are no changes in the fees for the TASC Card .
Question: Is there a fee to replace a Participant’s lost or stolen TASC Card?
Answer: Yes; a minimal fee of $10.00 is charged to the Participant when a lost or
stolen TASC Card must be replaced.
Question: Is their a fee to provide the TASC Card to one of my dependents?
Answer: One dependent card is available at no additional charge; a minimal per
card fee is imposed for more additional dependent cards.
Card Operations
Question: How can Participants (aka cardholders) determine the funds available in
each of their accounts?
Answer: Participants can verify account balances in various ways: online (by
logging into their MyTASC account found on www.tasconline.com; or via a text message by texting the
phrase TASC BAL to 41411); or by phone (by calling 1-800-422-4661 and using the IVR phone system;
or by speaking to a TASC Customer Service Account Representative).
Question: Can a Participant (aka cardholder) get cash at an ATM using their TASC
Card?
Answer: No; the TASC Card can be used as a signature debit card only. If a
merchant or healthcare service Provider asks for a PIN, the Participant should explain that the
TASC Card has no PIN. In addition, at the point of sale the cardholder should choose “CREDIT” when
asked to choose between debit and credit.
Question: The back of the TASC Card includes the PLUS and NYCE logos; can the
Participant (aka cardholder) use the TASC Card as an ATM Card?
Answer: No; the TASC Card can be used as a signature debit card only.
Question: The TASC Card is being offered only for FlexSystem, AgriPlan, BizPlan or
DirectPay Plans; what expenses are allowed on the card?
Answer: Just as with the previous cards—FlexSystem Claim Card, AgriPlan, BizPlan,
or DirectPay Benefit Card—the TASC Card can be used at eligible merchants only and for eligible
expenses only, as determined by the employer during Plan set-up.
