Medical and Dependent Care Flexible Spending Accounts (FSAs) are popular vehicles that can help employees manage their healthcare budget as they allow employees to pay for medical and dependent care expenses with pre-tax dollars. Employers can also stack other pre-tax benefits, like Health Savings Accounts (HSA) and Health Reimbursement Arrangements (HRA) alongside their FSA to further enhance employee benefits packages. However, there are several IRS regulations that an employer and the participants must follow in order for the plans to be compliant.
